02 – Targeted
diagnosis
• Mapping of key stakeholders, bottlenecks and opportunities
• Review of existing documents (strategies, plans, studies, ongoing projects) to build on what already exists
• Concise, action-oriented diagnosis with initial working options
05 – Follow-up, evaluation & adjustments
• Where relevant, set up a monitoring & evaluation (M&E) framework proportionate to the project’s scope
• Hold regular review meetings to track progress, address bottlenecks and agree on necessary adjustments
• Capture lessons learned and formulate recommendations for subsequent phases or similar projects
03 – Co-designing the strategy
• Workshops and working sessions with the teams involved, and where relevant with external partners
• Definition of realistic priorities in line with available resources
• Design of a roadmap / action plan (project, programme, facility, mechanism, etc.) with clearly sequenced steps
• Clarification of roles and responsibilities, and set-up of a steering mechanism (committees, reviews, reporting)
